Context and background

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situations; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.

Supply Chain Planning Service

The Supply Chain Planning Service (OSCP) was conceptualized to maximize and mainstream best practices developed across WFP in Supply Chain Planning. The Service supports cross-functional collaboration, promotes end-to-end Supply Chain visibility, and leverages advanced analytics and optimization tools. Planning equips WFP’s Supply Chain to better achieve its strategic goals of being agile, being reliable & cost efficient, supporting quality and safety, and strengthening national capacities and markets. Integrated Supply Chain Management, as facilitated by the Planning Service, supports WFP in working towards its mandate of achieving a world with Zero Hunger.

Optimization at WFP

WFP has been developing an optimization approach that considers the end-to-end supply chain, covering food basket design, transfer modality selection, and sourcing & delivery planning. The process brings together stakeholders from key functions to plan beneficiary needs and layout supply chain options under various resource scenarios. The output is a sourcing & delivery plan that drives the implementation of WFP’s programmes. In order to facilitate this process, the Planning unit has been developing optimization tools. These advanced decision support tools assist WFP decision makers to maximize beneficiary outcomes while minimizing all costs related to delivering food assistance through in-kind food or cash-based transfers. We are in the process of rolling out these tools globally, and are now exploring how these tools and methodologies can be applied to also support non-WFP food assistance and other humanitarian supply chains.

Accountabilities/Responsibilities

The Consultant will support existing optimization initiatives and look into applying them to humanitarian health supply chains in particular. Specific responsibilities include but are not limited to:

• Support the overall development and application of optimization tools and methodologies
• Engage with humanitarian partners to explore how WFP’s expertise and analytical solutions can be used to optimize their supply chains, with a strong focus on the Health sector
• Support progress against project milestones to help ensure timely completion of project deliverables
• Support preparation of operational supply chain management analyses for complex emergencies
• Recommend system and/or process enhancements to further improve supply chain performance
• Support conceptual and quantitative analyses of prioritized supply chain improvement projects
• Work closely with the various WFP business units at both headquarters and field level

Minimum Qualifications

• Master’s Degree or equivalent in Mathematics, Computer Science, and/or Engineering
• Specialization in Operations Research, Management Science, Business Analytics, or Data Science
• At least one year (FTE) of working experience related to optimization
• Proficiency in an object-oriented programming language, with a strong preference for Python
• Verbal and written fluency in English

Recommended Qualifications

• Prior experience in Supply Chain related industry including business analysis, process mapping, data extraction and analysis, and development of SC optimization tools within global organizations
• Prior experience working with governments, UN agencies, and/or NGOs
• Prior experience working in or with the Health sector
• Verbal and written fluency in French

Location

The Consultant will be based in Rome, Italy, but needs to be able and willing to travel to countries where WFP operates.
